Many Egyptian nationals in Dubai own properties, manage family businesses, or have inheritance matters in Egypt, and regularly need to authorize a trusted person in Egypt to act on their behalf.

The Mandatory Attestation Chain for Egypt

Egypt is not a member of the Hague Apostille Convention. There is no shortcut: every Egypt-bound legal document from Dubai must go through the full chain:

Which Type of POA Do You Need for Egypt?

Special POA: For a Specific Property Transaction

For selling, transferring, or mortgaging a specific property, the Egyptian Shahr Aqary requires a Special POA naming the exact property (plot number, street address, registration details). This is the most common type we prepare for Egyptian clients in Dubai. The attorney is authorized for that specific transaction only; Egyptian law and practice strongly prefer this for real estate.

General POA: For Broad Management

For a trusted family member or lawyer to manage multiple matters (bank accounts, legal cases, business dealings, rental collection), a General POA is appropriate. Egyptian banks such as Banque Misr, National Bank of Egypt, and CIB have specific requirements for non-resident account management. We include the relevant banking authority clauses.

Inheritance & Estate POA

For inheritance proceedings in Egypt (such as transferring property from a deceased parent, court estate division, or dealing with the Egyptian notary for estate matters), a specifically worded POA for inheritance proceedings is required. Egyptian personal status law and inheritance rules are distinct; the POA language must reflect this. We prepare these with the correct legal terminology.

Important Points for Egyptian Property POAs

The POA must be in Arabic, or have a certified Arabic translation

Egyptian legal authorities operate entirely in Arabic. We draft Egypt-bound POAs in dual language (Arabic and English). The Arabic text governs in Egyptian courts. Never present an English-only document at an Egyptian notary office or the Shahr Aqary, as it will not be processed.

Property description must match official Egyptian registry records

The property must be described exactly as it appears in the Egyptian property registry (Rasm Horiya), including the plot number, area, governorate, street, and any registration reference numbers. Small discrepancies between what you describe and what the registry holds will cause delays. Obtain the official registry extract before we draft the POA.

Name in passport must match property records exactly

Egyptians often have long four-part names, and the way names are transliterated into Latin script can vary between an old passport and a new one, or between what appears on property documents and what appears on the current passport. If there is any discrepancy, an Affidavit of One and the Same Person (prepared and notarized alongside the POA) resolves this.

Does my Egypt POA need to be in Arabic or English?

For use in Egypt, at the Real Estate Registration Authority, Egyptian courts, Notarization offices (Shahr Aqary), or banks, the POA must either be drafted in Arabic or accompanied by a certified Arabic translation. Egyptian legal authorities operate in Arabic and will not act on an English-only document. Egypt is not an Apostille country: what is the correct attestation chain?

Egypt has not yet acceded to the Hague Apostille Convention, so Apostille documents from the UAE are not automatically recognized in Egypt. The correct attestation chain for an Egypt-bound POA from Dubai is: Dubai Courts notarization → UAE MOFAIC attestation → Egyptian Consulate General in Dubai. All three steps are mandatory. Can I sell my property in Egypt through a POA while living in Dubai?

Egyptian notaries and the Shahr Aqary office require the POA to name the specific property, so have your property deed details ready before we draft it.

What is the difference between Egyptian Consulate attestation and the Shahr Aqary process?

These are two separate stages in different countries. The Egyptian Consulate General in Dubai authenticates your UAE-notarized document for use in Egypt, and this happens in Dubai. The Shahr Aqary (Real Estate Registration Authority) in Egypt is where your representative registers the property transaction using the authenticated POA, handled by your attorney there. Once your authenticated original POA reaches your attorney in Egypt, they present it to the relevant Shahr Aqary office to proceed with the transaction.
